Add metrics (and possibly address) extension initialization cost

Initializing an extension is a rather complex process, given the number of keys, handlers, etc we have.  It's also something that happens during startup of the browser, and during startup of any renderer process as well.  Unfortunately, we have no metrics indicating how long the process takes.  We should.
