Copy Paste No Longer Working

Issue description

Chrome Version       : Version 55.0.2883.87 m

Other browsers tested:
  Add OK or FAIL after other browsers where you have tested this issue:
     Safari: No Access
    Firefox: OK not sure
         IE: OK not sure

What steps will reproduce the problem?
No steps, just stopped working.

What is the expected result?
Being able to copy and paste information somewhere else.

What happens instead?
Copy paste does not work. Neither using the keyboard shortcut of ctrl c or righting clicking and hitting copy. There is no error it just doesn't work on any site and multiple were tried including google sites and my own personal site that has nothing to block copy pasting. Doesn't even work in settings so I had to manually type out the version number...

Please provide any additional information below. Attach a screenshot if
possible.

I already tried clearing the cache which didn't help. Tried copy pasting in incognito mode didn't work. Installed applications include google hangouts, lastpass, and adblocker. Hangouts is the newest application the others have been here a while with no issues.

And looks like someone else had the same issue in the past as well, not sure if related since it was a year ago.

Also not sure if relevant but when in google settings to get the version, checking for updates doesn't seem to ever load. Just keeps spinning.

I was able to resolve this after a full system restart. Restarting just
Chrome hadn't worked however.
