Current Zoom factor is not sufficient for hard of sight users |

Issue description
This issue impacts all stable and Developer versions of ChromeOS.
The maximum Zoom ratio under accessibility - zoom is x10.
For me and many other users with very low vision, this is not sufficient to be able to read.
For comparison, Mac OS X 10.12 supports X30 magnification.
Please increase Zoom / screen magnification max to at least X20.

Seems the issue is similar to the issue #677264. Hence merging this issue. Please feel free to undup if this is not similar. Thank you.

The two issues are separate and as such undup. This issue deals with the need for higher Zoom ration (Currently up to x10 when Mac supports x30). The other issue is for adding support for docker + Picture in picture zoom mode which is a show stopper for any usage in high zoom ration. Please do nit mark diplicate a11y items if you dont understand the subject area.

This was launched as of version 66 -- the magnifiers now go up to 20x. |
