Why hardware vp8 encoding is not supported on some of the buddy? |

Issue description
The images on those DUT could be reflashed. So the list below may not reflect to the current state. But it seems the vp8 hardware encoding is not related to the version of the images.
Without hw_video_acc_enc_vp8

All DUTs have the same HWID so it should mean that all have the same HW configuration including Kepler HW. owenlin@ - when you said they have the same firmware version on #c1, what firmware are you referring to? kepler FW?
