Annoying user experience on "Your internet connection is being controlled" pop up

Issue description

Chrome Version: 56.0.2924.28 (Official Build) beta (64-bit) mac
OS: Mac OS X 10.12.2 (16C67)

What steps will reproduce the problem?

Unfortunately, I'm not sure.  I have the BeyondCorp Google Corporate extension installed, and Chrome sometimes (twice now, which is why I'm filing this bug) has popped up the warning that my extension is being controlled (see attachment).  Unfortunately, I can't do anything about it because it's installed by the administrator.  

What is the expected result?

Either a) not bothering to prompt the user to override settings that they can't actually override (what's the point, after all?) or b) Only show that warning once and remember that the user accepted the changes. 

What happens instead?

I keep getting this annoying popup that I can't do anything with but click "Keep Changes".

catmullings@ has done work in this area lately.

By design, we currently continue to prompt if the user dismissed the bubble by deactivating it - we do this because we want to make sure the user acknowledges what's going on for these potentially malicious/scary cases.  That said, I agree that for a policy-installed extension, this is a little silly - a one-time informational popup should be sufficient.

catmullings@, I think it would be reasonable to change the bubble to only show once per profile, independent of user action, iff the extension is policy installed.

That said, we should already only be showing the bubble once, and never again, if you hit "keep changes".  Did you do this, and have the bubble show again, or did you dismiss it by e.g. clicking on the page or another tab?
My memory is that I clicked "Keep Changes".  Having said that, this hasn't happened to me since I reported the bug, so it's not a complete loss of caching of the users response.

One thing I should have said in my initial posting: My setup's a little different than default, in that I have two profiles, one for work, which is signed in to me @google.com, and one for personal stuff, which is signed into my personal account.  This message appears twice on my personal account.
