Dominickn, is this something that the download request limiter would mitigate?

I tried opening this HTML, and the download request limiter kicked in - you have to permit the multiple downloads to happen via the permission bubble. When you grant the permission, you end up with the infinite dialog boxes. Sending this back to the downloads queue since the crash happens after the limiter has kicked in and done its job - let me know if I need to investigate further.

Let's investigate what other browsers do in this situation and potentially create a throttle.
