Choppy scrolling on Macbook Pro 15

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2964.0 Safari/537.36

Steps to reproduce the problem:
1. Go to https://microsoft.github.io/code-push/
2. Scroll
3. Choppy scrolling

What is the expected behavior?
Smooth scrolling

What went wrong?
On certain websites scrolling becomes very choppy.

This happens on a 15'' MBP with Sierra but not on much less powerful 13'' MBP with El Capitan, or even older 15'' models with Sierra (I've compared with co-workers).

The problem is constant but here are some URLS where the problem is really apparent:

I've tried Chrome public channel and Canary and also disabled all extensions with the same results.

I've also tried changing some flags with the same result.
- Override software rendering list 
- Display list 2D canvas

I forgot to say this is a 2015 MBP 15 with Core i7 2.2 16GB RAM and Intel Iris Pro.

Can you take a trace for us? Ideally you could take one on the machine where scrolling is smooth, and one on the machine where scrolling is not smooth:

Not sure if this is a compositing issue or a blink>scroll issues.
I tried Opera that also uses Blink with the same result.

Firefox and Safari have no problems at smooth scrolling a simple page like:

Hey Eric there's a trace attached on my first post. I will trace on a machine that works fine.
Here's a trace of the 13'' MBP were scrolling is smooth.

I logged in with Guest user and the problem was gone so it was something in my macOS installation.

Since this was a new machine with Sierra I formatted the machine and installed El Capitan. So far so good.

Scrolling worked perfectly in Safari and Firefox though. If I ever find out what was causing this I will update this.
After installing El Capitan the scrolling issue hasn't presented itself so I'm guessing this is Sierra problem.

Alright. I also tested on a similar Mac Pro and I didn't see the issue either. Thanks for reporting. Let us know if this happens again.
