Fix extension options in Incognito

Issue description

It seems like the options page of a extension can't be viewed in incognito mode. So an ERR_BLOCKED_BY_CLIENT interstitial is shown.

Any specific reason why this happens? Should we be showing the options page in incognito mode?

Maybe we could open the options site in a normal window as we do for other chrome pages (settings, history, extensions, etc.)?

 
Yeah, this has been around forever - there's an existing  bug lying around.

TL;DR: If the extension is in "spanning" mode, it has a single process for incognito/non-incognito, and we can't (and shouldn't) show a non-incognito page in an incognito window, or show an incognito page in non-incognito process.  So we fail.  The error needs a lot of work.

Having them open in a normal window is an interesting thought - I'd be fine with that.

Is there anything here (apart from the suggestion to open in a normal window) not captured by  issue 47450 ?  If not, let's merge them.
