ERR_BLOCKED_BY_CLIENT interstitial should have a human-readable title |

Issue descriptionChrome Version: 57.0.2964.0 OS: all What steps will reproduce the problem? (1) Open the options page of an extension in incognito mode. (2) The ERR_BLOCKED_BY_CLIENT interstitial is shown. What is the expected result? The interstitial should have a helpful, human-readable title attribute. Examples from other interstitials "Security error", ""Privacy error", "Connect to network". What happens instead? A cryptic URL is shown as the title (extension URL). Some quick ideas: - "Page blocked" - "Blocked" - "Security error"

When Rachel and I looked at this error, we wanted to name the offending extension but that currently isn't possible. Is the page being blocked by Chrome, are there other circumstances where this error is being used and is how common would it be? If we make this more generic, it will be less useful for the user if we give a list of possible suggestions, some of which aren't appropriate.
