Key icon not shown when when using federated credentials

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_2) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.95 Safari/537.36

Steps to reproduce the problem:
1. Go to https://credential-management-sample.appspot.com/ 
2. Login and save at least two federated accounts
3. Restart the browser
4. Go again to https://credential-management-sample.appspot.com/ 

What is the expected behavior?
Key icon should be shown since there accounts saved for that site

What went wrong?
Key icon not shown

Did this work before? N/A 

Chrome version: 55.0.2883.95  Channel: stable
OS Version: OS X 10.12.2
Flash Version: Shockwave Flash 24.0 r0

Is it bug or is it expected behaviour? If so why?

Getting error as registration failed on Mac 10.12.2 using 55.0.2883.95, and working fine on Canary 57.0.2984.0.
Could you please review the attaches screen shot and let me know if any.

Tested on Canary Version 57.0.2985.0 canary (64-bit)
It does not work.
After registering 2 federated accounts if I restart the browser key icon does not show up (first attachment).
You can see in second attachment that accounts are saved since they are displayed in account chooser.

Tested on Canary Version 57.0.2985.0 canary (64-bit).
It does not work. If I register and save two federated accounts and then I restart the browser key icon does not appear(attachment 1).
You can see that the accounts have been saved since they are displayed in the account chooser(attachment 2)

Confirmed. It happens because PasswordManager::Autofill isn't called when only federation credentials are present. Therefore, the UI isn't notified about the changes.
