Settings, on startup, "open the New Tab page" option ignored, Chrome uses "continue where you left off" instead regardless.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/57.0.2959.0 Safari/537.36

Steps to reproduce the problem:
1. view any URL in a single tab, such as https://www.youtube.com/
2. Close the tab by closing the window.
3. Launch the browser, it will display the old URL instead of the new tab page.

What is the expected behavior?
The browser should display new tab page if this is what the user has chosen in settings for startup.

What went wrong?
The browser displays the page with the URL that was last being displayed by the browser when it was closed, when it is opened, despite the user choosing for this not to happen.

Did this work before? Yes 

Chrome version: 57.0.2959.0  Channel: canary
OS Version: 10.0
Flash Version: Shockwave Flash 24.0 r0

Tested on windows 10 using chrome reported version M57 #57.0.2959.0 and issue is not reproduced.

Attached screencast for reference.

@markfried.fellensiek-- Could you please check if we have followed the correct steps and please check the chrome://settings  and try in a fresh profile wothout any extensions and write us your observations.

I am unable to reproduce the fault after renaming the "User Data" folder, launching Chrome, and logging in to Chrome again.
