Unable to save har if I start refresh page in Timeline pannel

Issue descriptionUserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36 Steps to reproduce the problem: 1. Open Timeline pannel in DevTool 2. Visit www.google.com.tw 3. Switch to Network pannel 4. Right click and select "Save as HAR with content" What is the expected behavior? save a har file. What went wrong? Nothing happens but an empty progress bar appears on the right to Network throttling Did this work before? N/A Chrome version: 55.0.2883.87 Channel: stable OS Version: 6.1 (Windows 7, Windows Server 2008 R2) Flash Version: Shockwave Flash 24.0 r0

Sorry, I didn't metion that you should active record in Timeline pannel. In my case, I just hit Ctrl+R when I switch to Timeline. Please refer to screencast below.

Still unable to reproduce. Can you check against the most recent Canary version? (eg. 57.0.x)
