Web speech API stops working after few mins. It doesnt recongnise any voice.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Access https://www.google.com/intl/en/chrome/demos/speech.html

What is the expected behavior?

It stops recognising the Voice.

Unable to reproduce it on chrome version 55.0.2883.87 on Windows 10. Launched chrome and navigated to above URL and enabled Mike. Spoke for some time and text was captured in the text area for everything spoked.

I am able to reproduce this. After about a minute or so of continuous speaking, the quality of results starts to significantly degrade, with words being skipped over, and valid (but unfinalized) results sometimes disappearing from the transcription. Then, after some time, the transcription completely freezes, sometimes with unfinalized text still appearing in the transcript.

Detailed repro steps:

1. Set your "Default Device" for recording in Windows to "Stereo Mix" or another loopback device. Set the recording volume for this device to 100%.
2. Open https://www.google.com/intl/en/chrome/demos/speech.html in Chrome, and click record. Accept the permissions prompt.
3. Open https://www.youtube.com/watch?v=z8g3XM16eRM in another tab, and hit play

The results were excellent until about 1/3 of the way through the video, after which they quickly degraded and then frozen entirely. Here's the full transcript I got (this is the result after playing the entire video):

Restarting the transcription causes transcription to work normally again for another minute or so before it again freezes.

I'm using Chrome 63.0.3239.132 (Official Build) (64-bit) (cohort: 63_win_132), on Windows 10. I was able to reproduce the issue on multiple computers, with multiple different internet connections.

As there is no action on this issue for long time closing this issue. Request you to update your Chrome to latest #66.0.3359.181 and verify. Feel free to file a new issue if the issue is still reproduced at your end.

This issue continues to persist even with users using Chrome/66.0.3359.181. It only happens to some users and only at random times. But sometimes it happens for along period of time. The Web Speech API returns a "Network" error after the speech recognition stops working for more than a minute.
I confirm on this
Version 70.0.3538.45 (Official Build) beta (64-bit)
The Web Speech API returns a "Network" error then stuck for a moment and random back to work.
