Disable show IME menu when on-screen keyboard shown

Issue description

Chrome Version: 57.02962
OS: ChromeOS

What steps will reproduce the problem?
(1) Enable 'On-screen keyboard' in accessibility settings
(2) Show on-screen keyboard by clicking 'on-screen keyboard' button in tray.
(3) Click shortcut 'Alt+Shift+K' to show ImeMenuTray.

What is the expected result?
The keyboard should be hidden and then ImeMenuTray shown.

What happens instead?
ImeMenuTray show upon VK.
