Two different cameras have the same WebRTC deviceId.

Issue description

Repro:
1. Plug in Logitech C920.
2. Check deviceId using navigator.mediaDevices.enumerateDevices().
3. Unplug, and plug in Logitech C930e.
4. check deviceId as in (2).

Expected:
DeviceIds are different.

Actual: 
DeviceIds are the same.

@hta: Is it a known issue? We're storing settings per camera in Camera app, and this behavior causes overriding settings of another cameras.

@mtomasz are they plugged into the same port?

I seem to be able to reproduce using https://webrtc.github.io/samples/src/content/devices/input-output/ - but only if I unplug and replug into the same port.
