nested flex boxes, when the outer one has a constrained size, result in overlaps instead of scrolling

Issue description

Chrome Version       : Version 55.0.2883.87 m

Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
    Firefox: OK
       Edge: OK
      Opera: FAIL

What steps will reproduce the problem?
(1) View the attached file in Chrome or Opera

What is the expected result?

There should be a scroll bar to allowing viewing everything.  The <div>s that have text should all be 50Ă—50 pixels.

What happens instead?

The <div>s get resized, <div> i2 is not contained in <div> o1 as it should be, and is hidden under <div> o2.


Please provide any additional information below. Attach a screenshot if
possible.

Workaround: uncomment the extra <div> in the attached file, and it works better.

The obvious suspect is r371699 "[css-flexbox] For now, don't apply min-height: auto to nested flexboxes"

Able to reproduce this issue on windows 7, Mac 10.12.2,Linux Ubuntu 14.04 with Chrome stable version-55.0.2883.87 and Canary-57.0.2962.0.
