browser action popups are really slow

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2924.28 Safari/537.36

Steps to reproduce the problem:
1. Install just about any extension that has a browser action (Lastpass is particularly bad, probably because it has a more complex browser action popup)
2. Click its browser action icon.
3. Feel like it takes forever before the popup finally appears (in reality, it's probably over 1 second).

What is the expected behavior?
Popup should render much more quickly.

What went wrong?
Everything works just fine, but it takes a very long time (relative to user expectations for rendering a "simple" HTML popup) before the popup renders.

Did this work before? Yes Unsure (I've noticed it in the past several versions of Chrome)

Does this work in other browsers? Yes

Chrome version: 56.0.2924.28  Channel: beta
OS Version: Ubuntu 16.10
Flash Version: Shockwave Flash 24.0 r0

This has probably been a slow, steady slide into poorer performance, but even very simple browser action popups appear very slowly (over 1 second).  I realize this is relative, but the rest of the browser (and even regular page rendering) is very fast.  I often find myself clicking the browse action icon twice because I'm not sure my first click registered.

This feels weird because a simple webpage can render in < 1s, so why should my browse action popup take so long to show?
