Device lock orientation is not respected (PWA)

Reported by tpess...@gmail.com, Dec 23 2016

Issue description

Steps to reproduce the problem:
1. Set 'orientation: any' on your pwa's manifest (we're using 'display: standalone')
2. Lock your device's orientation
3. Play with your device's orientation, while on your PWA

What is the expected behavior?
The PWA should respect the device's orientation lock.

What went wrong?
It keeps changing the PWA orientation (landscape / portrait) even if the the orientation is locked by the device's configuration.

Did this work before? N/A

Chrome version: 55.0.2883.91 Channel: stable
OS Version: 6.0.1
Flash Version:

We think this is an importante issue because, as you know, the current PWA users do not benefit from a recently updated manifest. Just on new installations.

ps: waiting for the apk version ;)

I "feel" that johnme@ or mlamouri@ might have fixed this, but I'll punt their way to be sure.

Hey Mounir, you probably know more about this.

'orientation: any', per spec means that all the orientation are allowed. If you want to use the system orientation lock, you shouldn't set the orientation in the manifest.
