Add a category ranker flag to iOS.

During working on the flag for Android ( issue 675946 ) noyau@ suggested that in order for the flag to be controllable via variations service, it must be added to about_flags.mm.

Also change the outdated comment in iOS about_flag.h, which does not mention FEATURE_WITH_VARIATIONS_VALUE_TYPE.

Hi Vitalii, this is marked P1 targeting M58. Is it still urgent, or can it be reduced to P2 or P3 and the target milestone removed?

The ranking should be disabled in Chrome Home, thus, there is no point to improve it now (unless Chrome Home plans change).
