Non-regression: Grab cursor and grabbing cursor is not as expected in w3schools.com

Issue description

Chrome Version: 57.0.2960.0 dev
OS: Ubuntu 14.04,Windows

What steps will reproduce the problem?
(1) Launch chrome and go to http://www.w3schools.com/cssref/playit.asp?filename=playcss_cursor&preval=grab
(2) Select grab/grabbing cursor and place mouse cursor on result area and observe cursor

Expected: Mouse cursor should turn to grab/grabbing cursor when selected.
Actual: Instead it doesn't turn.

This works fine in Firefox[Please refer video].

This is a Non-regression issue of chrome as it is seen from M34 series.

This is recently fixed in WebKit
