Regression : 'Google Profile photo(loading)' Tool tip is seen instead of 'Google Profile photo' in chrome://md-settings/changePicture page

Chrome Version: 57.0.2959.0/9112.0.0 Wolf,Daisy and Candy

What steps will reproduce the problem?
(1)Sign in to user -> Go to chrome://md-settings/changePicture page 
(2)Now hover the mouse pointer at 'Google Profile photo' icon and observe Tool tip (Please refer screenshot)

Expected:'Google Profile photo' Tool tip should be seen
Actual: Instead 'Google Profile photo(loading)' Tool tip is seen

This is Regression Issue as same is working fine in chrome://settings page i.e. 'Google Profile photo' Tool tip is seen.

It looks like we are setting 'title' in the html with (loading), but 'alt' in the JS in receiveProfileImage_ without (loading). I'm not sure what the difference between 'title' and 'alt' is, but this seems like a quick fix.

MD Settings People: Fix ChromeOS Change Picture Profile Icon tooltip

This fixes a regression where the tooltip to the profile picture is
never updated.
