I can't reproduce on Version 57.0.2957.0 (Official Build) canary (64-bit) MacOS. Could be Windows specific but I can't check right now.

Able to reproduce the issue on the latest canary(57.0.2978.0) of Windows-10, Mac OS 10.12.2 and Linux Ubuntu 14.04. This is non-regression behavior seen on older chrome version: 30.0.1549.0 as well. Worked fine Microsoft Edge works fine. Marking this as Untriaged for more inputs on this. Attached is the screen-cast of the chrome behavior vs Microsoft Edge behavior.

Clicking inside <a> element causes site loading so this issue is about behavior when user shift-click near outside a element to adjust selection range. The root question is how far from a element we should permit to select it? Edge permits large length over <a> element clickable range. Other browsers permit shorter length that is inside <a> element clickable range.
