Two-finger scroll from touch-pad lags when doing frequent swipes

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Ubuntu Chromium/55.0.2883.87 Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Scroll any page or pdf file in the browser using two-finger guesture (simultaneously two fingers scroll)
2. First scroll will be fast
3. Repeat scroll fastly (less second between scrolls)
4. Following scrolls will be lagging and not so long in the amplitude, despite same scroll guesture was applied

What is the expected behavior?
All scrolls should be the same despite number of scrolls per second or pauses between scrolls.

What went wrong?
Problem began after update 14.04->16.04 and update kernel to 4.9

Only chrome scrolls bad.
Firefox scrolls OK

So I suspect tocuhpad advanced API (not plain MOUSEWHEEL) is used in chrome and it went wrong on newer kernel/ubuntu

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 16.04 Ubuntu

Currently Ubuntu 16.04 is not available with HYD-Chrome-TE team, Requesting some one from MTV team to look in to this issue.
