Add progress for test harness

Project Member Reported by romax@chromium.org, Dec 22 2016

Issue description

Idea: It is hard to tell how many URLs have been processed in the test running on my device. Is there any way to print to the console some kind of progress indicator? For instance, it could print the number of the URL and the url
#17 mail.live.com
#18 mercadolivre.com.br
or something like 17/100
or ten dots, then a number:
.........10
.........20
.........30
or to be really fancy, have a line like the build does, where it shows 17/100, and it updates in place instead of starting a new line.
Any of those would help me understand how far along my test was, so I can estimate how long it has left to run.
Also, printing the start time when we start the test to the console lets me use the percent done to estimate a completion time.
That would help me as we get close to the end of the day decide if I should wait for this test to finish, or kill it to start the next test.
This is just a feature request at this point, not something that must be done.
