Overlay scrollbars interact poorly with taskbar auto-hide and full-screen

Issue description

Chrome Version: 57.0.2951.0 dev (64-bit)
OS: ChromeOS Panther

What steps will reproduce the problem?
(1) Open a tab with content that is larger than the screen, in both dimensions (e.g. Chromium builder log output).
(2) Hit the full-screen/F4 key to switch to full-screen with auto-hiding chrome & taskbar.
(3) Try to scroll the page left or right.

What is the expected result?

Expect that you can see a scrollbar on the page,and can navigate to it with the mouse to scroll. Expect that you can click in the scrollbar area, below the current scroll position, to move in page increments.

What happens instead?

Scrollbar only appears if you use the scroll-wheel, which isn't intuitive if you are trying to scroll left/right rather than up/down.  I've no idea how you scroll a page if you happen not to have a scroll-wheel.

Even when it does appear, it is virtually impossible to use because the auto-hiding taskbar will appear before you can reach it, since it's so thin.

Tom, Sebastian - did we ever decide if we want to do anything about this? This feels...okish to me now. The scrollbars auto appear when we're nearby the scrollbar and this region is significantly thicker than the taskbar auto-appear region. Though I can see how users may accidentally activate the taskbar instead on first or second try.

Horizontal scrolling should be rare though as noted in stats posted to issue 688193

Ping. Tom/Sebastien, is there anything actionable here or can we close?
It can be annoying indeed, however it is not that different from the previous implementation where the scrollbar was always visible, it's still was easy to trigger it by accident. 

Two solution to this:

- increase height of the scrollbar, which I don't think we should do, at least not for this specific issue
- Decrease the trigger area for shelf up in the system, which is already super small, it would be removing a few more pixels. I don't think the improvement would be noticeable. 

"Expect that you can click in the scrollbar area" This however might be worth considering as mentioned in issue 688193
