What steps will reproduce the problem?
1. Launch chrome and navigate to http://permission.site/
2. Click on Location button and observe.

Actual: Permission bubble for location is not displayed.

Expected: Permission bubble for location should be displayed.

This is a regression issue broken in 'M-50'. 
Good Build: 50.0.2625.0
Bad Build:  50.0.2627.0
