What steps will reproduce the problem?
(1)Launch chrome and navigate to chrome://md-settings/content/location.
(2)Click on 'External paper button icon' next to Location,which will navigate to NTP.
(3)Now switch back to md-settings page and observe the focus 'External paper button icon'.

Actual:Flickering of grey focus highlight on 'External paper button icon' is observed.

Expected:No such flickering of grey focus highlight on 'External paper button icon' should be seen.

This is a Non-Regression issue seen from M-57(i.e 57.0.2925.0)
