Unwanted HTML code is seen on chrome://signin-email-confirmation page.

Issue description

Chrome Version: 57.0.2958.3 Revision a3121b731f3def912d78dbe9d15d0b93113ff1a9-refs/branch-heads/2958@{#4}
OS: Windows(7,8,10),,Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1) Lunch chrome, navigate to chrome://signin-email-confirmation/
(2) Observe.

Actual: Unwanted HTML code is seen on page.

Expected: No such a HTML code should seen.

This is a non-regression issue, seen from M-57.

This HTML page is just used inside a dialog (we do not expect a user to navigate to this page). I do not expect a user to navigate to this page.

With the current design, it is infeasible to fix this bug.
