Regression: Unnecessary thumbnail title is seen twice for saved NTP page.

Chrome Version: 57.0.2959.0 (Official Build) (64-bit) Revision d4fc1786d2efd995867dfa22f058211de979c884-refs/heads/master@{#440307} (32/64-bit)
OS: Windows (7,8,10), Mac (10.11.6, 10.12.1), Linux (14.04 LTS)

What steps will reproduce the problem?
1) Launch chrome, go to NTP and save the page.
2) Drag the saved page into new tab and observe.

Unnecessary thumbnail title is seen twice.

This is a Regression issue broken in M-55, will soon update other info

Status: WontFix (was: Unconfirmed)
A saved & loaded NTP is not really functional. I think it's safe to define this as a non-use case -> won't fix. 
But thanks for flagging!
