Opening message center should not deactivate active window

Chrome Version: 57.0.2958.0/9110.0.0 dev-channel Paine,Peppy and Gnawty
OS: Chrome

What steps will reproduce the problem?
(1)Sign into User -> Click on Notification bar on bottom right and observe Tab strip(Please refer Screenshot)

Expected: Faded Tab strip should not be seen on clicking Notification bar
Actual: Instead Faded Tab strip is seen

This is Non-Regression Issue seen from M-54

@Yoshiki: Please confirm the behavior

Note: Issue is not seen on clicking Uber Tray

This is intended for technical reason. Currently opening the message center steals focus. We have a plan to fix this, but we need some consideration before fixing.

Let me removing the milestone label.
