Regression: Flickering of the side nav menu observed on clicking 'Advanced' in device mode.

Chrome Version: 57.0.2957.0 (Official Build) 97d232ea886d11bd5f7f5b3157637e1ae92ae980-refs/heads/master@{#439663} 32/64 Bit.
OS: Windows (7,8,8.1,10)

Steps:
1. Launch chrome and navigate to chrome://md-settings, press F12 key to open devtools window and dock to right.
2. Toggle to device mode and select iPad, rotate the view.
3. Now click on the menu icon and then click Advanced and observe the side nav menu.

Actual: Flickering of the side nav menu observed on clicking 'Advanced'.

Expected: No such flickering should be seen.

This is a regression issue broken in M-57, will soon update the other info.

Manual Regression range:
Good Build: 57.0.2950.0
Bad Build: 57.0.2952.0

Note: Issue is windows specific not seen in mac and linux OS.
