MD Settings: Arrangement stuff shows for only one screen

Issue description

Chrome Version       : 56.0.2924.28
OS Version: 9000.29.0

The "Arrangement" and "Drag to move a display" explanatory text shows at the top of the chrome://md-settings/display subpage even when there is only one screen (e.g. most of the time on a chromebook).

I dunno if the whole display rectangle thing should show either, since it doesn't do anything or convey anything not already there.

Tom, WDYT? I think it's fine as-is since it suggests that this is where multiple monitors will be configured, but we can also hide the text or the section with a single display.

I think we can hide the "Drag to move a display" when only one is visible.
