[Chrome][M55] can't play HTTP progressive streaming contents

Steps to reproduce the problem:
1. Launch Chrome
2. Go to http://mm2.sprintdd.com/mm/wvga.html
3. Touch any HTTP progressive streaming contents

What is the expected behavior?
User should be able to play streaming content via player. 

What went wrong?
Chrome just download streaming content.
After downloading is completed, user can play downloaded content via player.
This behavior actually is not a streaming playback but a local content playback. 

Did this work before? Yes 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 7.0
Flash Version: Shockwave Flash 24.0 r0

Regarding other browser(FireFox), FireFox provides with "Download via FireFox" and "Streaming playback via player(Photos)" for user's options.
It MUST be a expected behavior in user's perspective.

The links ending in mp4 have the expected behavior of starting playback immediately in Chrome. The links ending in 3gp are exhibiting the described behavior of having the file downloaded instead of streamed in Chrome.

I reproed this on 55.0.2883.91 on android and 55.0.2883.87 on goobuntu.

We need to investigate some sort of extension-to-mime type mapping to set the mime type prior to download and make sure that Chrome knows when to intent vs. downloads.

3gp is no longer allowed in Chrome Android as of M52. It's never been allowed on the desktop. It's mpeg4 codec and has ~0% usage even in emerging markets. Download is the correct action for that file type.

Same behaviour noted in Mircrosoft PlayReady test server.
Link ending with isma is downloading instead of streaming.
Link ending with mp4 is streaming perfectly.
