An exception is a content setting with a wildcard *, e.g. https://*

The current model for exceptions has several problems:
1) Exceptions (with wildcards) and origins sit next to each other in the UI - it makes the list of site settings confusing and adds what appears to be duplication. Exceptions should be split out into a different view to origins, which most users would never care about.
2) The precedence of how exceptions relate to origin settings is not intuitive.
