Chell: Bluetooth mouse(Logitech M720) movement is laggy

Project Member Reported by mcchou@chromium.org, Dec 22 2016

Issue description

Version 55.0.2883.103 (64-bit)
Platform 8872.73.0 (Official Build) stable-channel chell
ARC Version 3583806
Firmware Google_Chell.7820.158.0

Description from mburr@google.com:
Hi all, I have tried 3 different bluetooth mice on my HP Chromebook and all seem to have the same issue. The movements of the pointer are always very sluggish with jagged movements. If I stop moving the mouse for even as little as 2 seconds, I have to wiggle the mouse for 3 to 5 seconds before the pointer will move again. The mouse that I am using now is a Logitech M720 that says it supports ChromeOS. If I use the mouse in a Windows or Mac with Bluetooth, its works buttery smooth with no issues. I travel all the time and do not want to use a wireless mouse that has a little USB stub as that is where I put my gnubby.

Sorry for the long delay team, I still have some laggy expierience with
Bluetooth, but after more investigation, I found what I think is the
issue. First, I think the bluetooth mouse actually goes into a power
saving state a short time after it is not moved. I hear that some
Bluetooth mice actually have a way to program to not go into this mode
and/or some OS systems will keep sending small pings to the device to kep
it from going into this mode. This is what I think is happening when the
device is actually on bluetooth. The other part is that the sluggish mouse
movements I determined are only when I have my Chromebook connected to an
external display and the resolution is kicked up high. For example, at 4k
resolution using a USB-C adapter to HDMI to connect to the Display. This
is not an issue on a MAC when using HDMI, so I suspect that the USB-C
bandwidth is just not robust enough.
