TouchView mode not initiated when

Issue description

I've noticed this happening more and more with our devices that they not recognize that they are in touch view mode (keyboard folded to the back of the device).

I can't reproduce this reliably, but we should look into improving the detection.

Another thing that's weird is that sometimes it gets stuck in "desktop mode" and I have to restart the device.

This has happened to multiple users on multiple different devices.
