Sign-in screen is not shown in Arc++ Opt-in flow

What steps will reproduce the problem?
(1) Enable ARC++. 
(2) Click Agree on Opt-in Terms of Service page

What is the expected result?
1. "This may take up to a minute or so..."
2. Then "SIGN IN" page is displayed.

What happens instead?
1. "This may take up to a minute or so..."
2. Then Playstore app is shown directly without showing SIGN IN page

This is WAI behavior, http://crbug.com/28987931.
That means silent sign in works as expected.
FYI, currently finch experiment is in progress which activates this feature on 50% of devices.
