I think this bug was supposed to be about how we update process and documentation around the ticket filer: * When to file a bug on a device, since the ticket filer also files them * How to figure out whether the ticket filer is working correctly on a device failure you're seeing * What to do if a device is failing and not picked up by ticket filer * What to do if a device is failing but the ticket for it is marked resolved
