The first draft of this design doc is complete so as far as this issue is concerned I think we can mark as fixed:

The next steps are 

1) Deep diving into our outstanding issues and see if we can debug them with mentorship from mmentovai@ now that we better understand what we are doing. 
  - First step here I will be adding some logging to telemetry to hopefully tell us more of what is going on with interacting with crashpad/breakpad utilities and binaries.

2) Gather real crash data with an automated tool.  I noted how we might go about this in my doc.  

3) Follow up with stability team on these crashes in chrome.
