::after tag does not render anchor tags that work for navigation

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. Open the attached html file in Chrome, click on the logo
2. Open the attached html file in any other browser, click on logo
3. 

What is the expected behavior?
That chrome works the same as any other browser. This was tested in Safari, IE, and Firefox and Chrome is the only one that does not work. When you click on the logo, it is expected that you navigate where the anchor tag (a tag) has the href attribute pointing.

What went wrong?
Nothing happens in Chrome. Other browsers work, Chrome does not.

Able to reproduce the issue on windows-7, Mac-10.12.2 and linux ubuntu 14.04 with using chrome stable version 55.0.2883.87 and latest canary 57.0.2957.0.
This is regression issue broken in M44.Please find the bisect information as below
