maximized window on secondary monitor restores to main minotor

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/55.0.2883.87 Safari/537.36

Steps to reproduce the problem:
1. I have dual monitors. Left is primary and right is secondary;
2. Open 4 half-screen-wide Chrome windows side by side. Let's say window 1&2 are on primary screen, and 3&4 are on the secondary screen.
3. Maximize window 4 by dbl clicking the title bar. Now it used the full secondary window.
4. Restore it by dbl clicking the title bar again.

What is the expected behavior?
The window goes back its original position, i.e., the right side of the secondary window.

What went wrong?
The window goes to primary window, aligning left. I.e., on top of window 1 exactly.

Did this work before? N/A 

Chrome version: 55.0.2883.87  Channel: stable
OS Version: 3.13.0-101
Flash Version: Shockwave Flash 24.0 r0

Window 1, 2, and 3 are fine.
