Enable health monitoring / heartbeat for normal user devices

Issue description

Issue 430908 provides health monitoring & heartbeat for kiosk mode devices. It would be useful to have online / offline status for Chrome devices used in normal user mode. The use case is particularly for schools to know whether student devices are online or offline, e.g. to determine what devices in a class set might be missing or damaged.
 
Just like going into the admin console to see if your digital sign is online or offline it would be great to be able to see if a regular managed student chromebook is online or offline.  

We have last policy fetch time and system activity 'active times' but there is no method for showing if the device is currently up or not inside the console.  With around 10,000 chromebooks in our school district there are times when this information would be helpful.  We can go into the console and grab the wifi mac and check that but the time saved by this heartbeat policy, similar to how it is used in kiosk mode, would save a great deal of time.

It could also work well under reports in the console.  You could have a device activity tab much like the apps usage tab or other tabs listed there.  I could see it possibly helping us with the recovery of a lost/stolen device as well.
