CQ did not run layout tests on given CL; they then failed on main waterfall

AFAICT, no layout tests were run during the process of committing https://codereview.chromium.org/2581143002/. A layout test then failed across several platforms on the main waterfall.

This is working as (unfortunately) intended. We do not yet run the layout tests on every change that should run, because running the layout tests locally (not under swarming) takes too long. So, some breakages get through.

We are working on getting the layout tests running under swarming, so hopefully this will not be true for much longer.
