Steps to reproduce the problem:
1. Click Power + Refresh
2. See that the Google Docs and Google Sheets extensions break
3. Navigate to chrome://extensions and selecting "Repair" to restore broken extensions

What is the expected behavior?
The expected behavior is not having a way to break extensions with short cuts on the Chromebook hardware. 

What went wrong?
We build and support an extension for K-12 and this shortcut breaks our extension as well as other productive extensions such as Google Docs and Google Sheets.
