MemoryInfra: cc/image_memory/cache's size and effective size shows as 0

Background context:go/memory-infra: memory profiling in chrome://tracing

Takashi recorded a trace which shows cc/image_memory/cache's sizes as zero in the tracing UI but non-zero in the trace file. This seems like a bug.
