RenderTextHarfBuzz: Can't place cursor within ligature using mouse.

Issue description

Chrome Version: 55.0.2883.87

What steps will reproduce the problem?
Reproduction steps on Windows
(1) Change Windows Message Box font to Meiryo UI which uses a single glyph for ffi ligature. This may require logging off to take effect.
(2) Type ffi in the omnibox
(3) Try to place cursor between f and i using the mouse.

What is the expected result?
Can place cursor between f and i

What happens instead?
Can't place cursor between f and i.

Another repro: 
1. https://fonts.google.com/specimen/Roboto
2. Under 'type here to preview' enter 'fi'
3. Press left-arrow (cursor doesn't appear to move...)
4. Press delete (...but it did, since this deletes the 'i')
5. Retype 'i'
6. Try to place the cursor between f-i with the mouse.
