Allow adding new KnownCategories to click based category ranker.

Issue description

Currently the ranker ignores the default order completely if there is data in prefs. However, (as jkrcal@ noticed) if a new KnownCategory is added, then it won't be displayed under the current implementation.

Decreasing priority, since this bug appears only when the user has established order with clicks (this is not true for M57). However, it would be nice to keep this in mind in M57 as well, so that we have more options in M58.

Hi Vitalii, this issue is marked as P1 targeting M58. Can it be reduced to P2 or P3 and the target milestone removed? With Chrome Home targeting M62, I expect the urgency will be reduced.

The ranking should be disabled in Chrome Home, thus, there is no point to improve it now (unless Chrome Home plans change).
