[Remote suggestions] Implement a persistent scheduler for iOS

Project Member Reported by jkrcal@chromium.org, Dec 21 2016

Issue description

Background fetch is probably the iOS feature we need here:

https://developer.apple.com/library/content/documentation/iPhone/Conceptual/iPhoneOSProgrammingGuide/BackgroundExecution/BackgroundExecution.html#//apple_ref/doc/uid/TP40007072-CH4-SW56

This feature from iOS pings the apps at regular interval to check and download new content.

Is it a WontFix (after the discussion, yesterday)?

Not sure yet, I will update the bug once a decision is taken.
Status: WontFix (was: Available)
No persistent scheduler on iOS will be implemented.
