Issue descriptionChrome Version: 57.0.2950.4 (Official Build) dev (64-bit) OS: Linux What steps will reproduce the problem? (1) Go to http://xn--m-4fanol5b8b4f5bcu8cu9qrdqc8wzcufrf0a1d2dta3r1b87a.de/ What is the expected result? Displays in IDNA encoding in Omnibox: http://xn--m-4fanol5b8b4f5bcu8cu9qrdqc8wzcufrf0a1d2dta3r1b87a.de/ As per https://www.chromium.org/developers/design-documents/idn-in-google-chrome: "For example, there is not a single language that contains all characters found in http://şøñđëřżēıċħęŋđőmæîņĭśŧşũþėŗ.de, so this will be shown as punycode. Likewise, http://ebаy.com (with a Cyrillic "а") will always be shown as punycode, even if both English and Russian are in the accepted languages." What happens instead? Displays in Unicode: http://şøñđëřżēıċħęŋđőmæîņĭśŧşũþėŗ.de I haven't looked at the details, but this is literally the example in our IDNA document and it doesn't do what the document says.

I changed this doc to basically delete the contents of that section for now and replace with a TODO to add new examples, so at least we won't mislead people.
