Issue descriptionM56. The "You can manage these ins Settings" string appears and disappears in a janky way when sections are collapsed and expaded.

It is the resize animation caused this problem (https://cs.chromium.org/chromium/src/chrome/android/java/src/org/chromium/chrome/browser/payments/ui/PaymentRequestUI.java?rcl=0&l=1104). Will look more in to it after back from holiday vacation (away from tomorrow).
